Like you, Mark calls Elmhurst his Hometown. Over the past couple of years our taxes have been going up by a hundred here and a hundred there adding up to real money, water rates have gone up to point where some people can’t afford to take a shower everyday. Taxes and Fees are too high.
Mark will work to restore and preserve the quality of life that you have come to value in our community.

While on the City Council, Mark helped to navigate the 2007-08 recession, the flood mitigation, storm-proofing the ComEd electrical grid, revitalizing the City Centre transforming it into the vibrant destination it currently is, enhancing public safety by implementing various measures, such as the deployment of Black and White Police Vehicles, Red Fire Vehicles, the Citizens Police Academy, SALT, and Social Workers within the Police Department, ensuring the continued operation of family-owned businesses and restaurants during the COVID-19 pandemic, championing the preservation of the American Legion, organizing the Memorial Day Caravan “Parade” to maintain the parade tradition during the pandemic, developing the final Downtown Tax Increment Financing (TIF) project to include parks and schools, thereby sharing TIF resources with these entities, all while maintaining the City’s AAA bond rating and keeping taxes low.

Taxes and Fees are too high!
Local taxes and fees are too high. Look at your tax bill, your water bill, your utility bill, and if you park daily in a deck, your costs have all gone up.
Elmhurst is a city that wants people to be able to raise a family and retire in, as your children come back to raise their children. Elmhurst has always been a generational community. It feels like Mayberry on steroids.
We need to make Elmhurst a model on how to hold the line and cut taxes. It’s easy to say the city is only 7 to 10 percent of the bill; it’s harder to work together to find ways to save tax dollars.
We have many government agencies in Elmhurst who can all work together to be more efficient in using our tax dollars better. The City, Schools, Parks, and Library all work as independent boards and groups. (Yes, the Library is part of the City, but it has an independent Board.) While behind the scenes, the administrations, Mayor, and Presidents are meeting, there is a need to have public meetings with all of the boards. This would improve communication, transparency, and help to look for solutions that will save us, the taxpayers, money.
Just as a starting point is to have Quarterly Meetings with all of the boards to share ideas, plans, and calendars with the public. Working Committees can come out of these meetings, so we can look for cost-saving measures for us, the taxpayers.
Second, are the TIF districts? State law allows for TIF dollars to be shared with other government agencies within the TIF district for capital projects. The North York TIF district included Churchville Middle School. They shared about 4 million dollars of the TIF money for the past project that was done at Churchville. Mark designed the downtown TIF to include the new park on the underpass and Wilder Park. Both of which were eligible for TIF dollars, but the current Mayor has not followed through with sharing of those dollars. Mark will follow through with sharing those resources.
Third, do we need to look long-term and create a government complex for all of the agencies to share? By sharing a complex (building), there are a lot of ways to save money. One building off the tax rolls, share personal office operations, technology, storage, as well as a number of other ideas that we can identify during the meetings.
The City and Parks have a longtime relationship in working together, sharing a garage. We need to add the Schools to that agreement. The more we share, the more we can save.

Elmhurst has always been known for having the best of the best: Police Department, Fire Department, and Public Works. Elmhurst takes its public safety seriously.
We need to make sure the Police Department, Fire Department, and Public Works Department have all of the resources, technology, tools, and training necessary to keep Elmhurst safe. We will look to other groups in DuPage County and the State of Illinois to enhance our ability to keep Elmhurst safe. I want people in DuPage and the State looking to Elmhurst as the model to be looked to for solutions.

Elmhurst 2026 - Celebrating the 250th birthday of the USA
In 2026, the United States will be celebrating its 250th birthday. Elmhurst 2026 will be a community-wide celebration of the 250th anniversary of the USA. We will have the schools, parks, churches, other community service groups, seniors, and the youth all come together and have monthly events and a community-wide event on July 4th with a party in downtown Elmhurst, a concert, and a drone show.
